Lewis County VINELink Coverage
VINE is an agency-fed notification system. Tennessee's official Victim Services material directs users to VINELink for covered TDOC felony-offender status and notifications. The documented route can report agency-supplied custody or status changes, release information, escapes, and movement to lower security. It is not a universal database of every person who passed through Lewis County Jail.
Coverage must be matched to the custodian. A person transferred from Lewis County Jail into TDOC may appear because the case entered the state felony system. A person booked locally and released on bond may not. Research did not independently verify that Lewis County Jail supplies its county bookings to VINE, so no local alert should be promised until a live Tennessee facility or person search establishes coverage.

A current-custody record is not a released-person archive. Likewise, no result is not proof that custody ended. Spelling, agency participation, transfer, system lag, or an uncovered case can cause a blank search. A released result must state the agency-fed event; disappearance alone does not count.
Search Lewis County VINELink Records

A name alone can return a namesake, so compare all identifiers supplied by the live record before using the result. Open Record Details rather than relying on a list row or search snippet.
- Open VINELink and choose Tennessee from the state selector.
- Enter the person's name or TDOC number. Check spelling and known aliases.
- Compare identifying facts for each possible match and reject records that do not fit.
- Open Record Details for the matched person.
- Read the current agency, custody or status, and any release information exactly as displayed.
- If the person is missing, confirm coverage with TDOC, the Sheriff, or the court instead of inferring release.

Choosing Tennessee is a critical jurisdiction step because a same-name county or person in another state is not a Lewis County, Tennessee custody record.
A result is strongest when the identity fields, reporting agency, and status all fit. If VINELink and another system conflict, determine which agency controls the person now. For a TDOC offender, check FOIL. For a county-only detainee, contact the Lewis County Sheriff and obtain the jail departure entry. The court file can explain the legal basis but may not show the precise door-out time.

A transfer alert is not the same as release to the community. It may only mark the end of one agency's custody. A VINE record can also lag behind the physical event. If the alert concerns TDOC, pair it with FOIL or an existing release or discharge record. If it concerns Lewis County Jail, call (931) 796-5096 and ask whether the person physically left and whether the record says release or transfer.
Important: VINELink is an alert and status layer, not a certified release record. Confirm the date, event, and destination with the responsible custodian.
Set Lewis County Release Alerts

- Complete the on-screen verification or confirmation.
- If telephone registration asks for a four-digit PIN, create or enter it and retain it for call acknowledgment.
- Save the confirmation and keep the agency's details for later verification.
Do not promise a PIN for every channel. A traditional automated-call flow may request one, while text or email can use another verification method. The sound rule is to follow the live prompt. Keep contact information current and do not depend on a single delivery channel when the information is time-sensitive. A notice can be delayed, missed, or misunderstood. The authoritative follow-up remains the agency that supplied the record, with the related court or supervision file used when the legal reason matters.
Lewis County Notification Layers
Tennessee has separate custody-notification and parole-hearing layers. VINELink can send electronic notice about a covered offender's status, movement, or release information. The Tennessee Board of Parole controls its own hearing schedule and final disposition process. A VINE movement alert does not provide the hearing record. A hearing date or favorable recommendation does not prove physical release.
The Board says current prison and county-jail hearing schedules are updated weekly, normally Monday or Tuesday after a Monday holiday. They are obtained by email request at BD.HearingSchedules@tn.gov. An older schedule indexed online may no longer be current. A requested schedule can show the TDOC number, offender, hearing type, date, and facility.
Hearing officers make recommendations, while Board members issue decisions under the vote rules. Board Operations processes final dispositions and certificates. Even after a grant, an approved release plan and certificate may still be required. For that reason, use the Board file for the decision, FOIL for current TDOC status, and VINELink for the covered alert.
This local distinction is important for Lewis County. A family may receive notice of movement without knowing whether parole was granted, denied, deferred, revoked, or rescinded. Verify Lewis County Release Alerts
Choose the follow-up by custody type. For a covered state offender, open TDOC FOIL and compare the status, location, sentence, hearing, and release entries. Parole means community supervision after incarceration. Probation means supervised status that can follow or replace confinement. Inactive means no longer under TDOC supervision. An office in the location field can reflect community supervision rather than prison custody.
For a county-only case, ask the Lewis County Sheriff whether the person physically left the jail, on what date and time, and whether the record says community release or transfer. Then request the booking-and-release sheet and movement log. Ask the Lewis County Circuit Court Clerk for the bond, dismissal, sentencing, release, probation, revocation, or later discharge order that explains the legal event.
For a federal sentenced prisoner, use the BOP locator. “Released” or “Not in BOP Custody” ends BOP custody only. It does not rule out supervised release, immigration detention, USMS custody, state custody, or another case. ICE's locator is primarily a current immigration-custody tool, and a blank result does not establish freedom from custody.

Lewis County VINELink Limits
VINELink cannot make one custody system universal. It does not replace the BOP locator for sentenced federal prisoners, an ICE locator for current immigration detention, or federal court records for a USMS case. It also does not turn an offense-specific registry into a release source. The TBI Sex Offender Registry can show a legal registration obligation after custody for covered people, but it does not prove a Lewis County release date.
Agency-fed data can lag. A transfer can appear like an exit from one record while custody continues elsewhere. A court disposition may explain why confinement should end but not the precise moment it did. Expunction, name variation, limited coverage, and data correction can also affect a search. None of those conditions supports guessing.
The strongest proof combines the custodial event with the legal record. For the county jail, that means the Sheriff's actual departure entry and the Lewis County court order. For TDOC, use the release or discharge record and any Board or supervision record that applies.
